ELMIRA, N.Y. (WENY) -- The Elmira City Planning Commission approved plans for a travel center Thursday night, but added a few contingencies to the approval. Developers say the steps needed are typical with a project like the travel center.

"We were expecting we'd need some permits from DOT, DEC, and the stormwater coalition is pretty standard for these types of projects," said Luke Grasmeyer, an architect with HUNT Engineers, the company submitting the travel center to the planning commission.

The commission is looking for a stormwater permit, an approved lighting plan from the Code Enforcement, and Department of Transportation permits before the construction can begin. Grasmeyer said getting these permits shouldn't delay the project.

"I think the goal would be we'll open before the season to, that we can't pave so early fall, late summer, something like that," said Grasmeyer.

The travel center is set to be located just off Interstate 86 on Church Street in Elmira. The site is set to include gas and diesel pumps, electric vehicle charging stations, indoor food options, and a Starbucks drive-through.

Despite the commission's approval, they said some details still need to be worked out regarding traffic patterns in and out of the proposed site.

"I think the inputs been pretty light, but there's been good comments," said Grasmeyer. "You know we're doing some off-site improvements like bettering the curve radius coming around Church Street and Judson for the trucks that are constantly hitting the curb. Other than that, some positive things."

Also discussed in Thursday's meeting, the development team said they are working with different agencies to make sure the lighting from the new travel center will not affect the residents who live around it.

No exact date has been set for the start of construction, but Grasmeyer said he believes it will be within the next few months.
