ELMIRA, N.Y. (WENY) -- The City of Elmira passed a local law on Monday night, aiming to crack down on unlicensed cannabis sales.

This local law allows the Elmira Police Department, City Code Enforcement, and the city manager to shut down unlicensed cannabis activity at businesses in the city.  Fines ranging $100 to $10,000 each day for non complaint shops are on the table, capping out at $25,000.

The law passed in a six to one vote.  First District Councilman Nick Grasso was the only person to vote against this local law.

"When the state rolled out the legalization of recreational marijuana, the city was quick to jump on the bandwagon and opt into collecting those, I suppose, those alleged sales tax dollars, the retail sales those recreational cannabis generated. And then you know now the state has sort of defined you know, licensed and unlicensed a little more carefully. Now the city sees an opportunity to, you know, I suppose, make some money on the backside of that," said Grasso when asked why he voted against the law.

City Manager Michael Collins says this law will go into effect immediately.
