Numerous area Sheriffs implement Blue Envelope Program
(WENY) -- Several Twin Tiers Sheriff's Offices are implementing a program designed to help drivers with special needs during traffic stops. The initiative is called the Blue Envelope Program.
Drivers with autism, anxiety, communication challenges and more can enroll in the program to easily communicate with law enforcement during a traffic stop.
Those who enroll in the blue envelope program will be able to hand it to officers they interact with while out on the road. Participants are asked to place a copy of their identification, car registration, proof of insurance and a form that details their special needs. The outside of the envelope will also tell the officer whether the person they are interacting with is verbal or non-verbal.
Law enforcement officers say the program will help make interactions between special needs individuals and law enforcement easier.
"A driver’s physical movements or verbal responses which would normally be appropriate during a traffic stop may be beyond an autistic driver’s control," said Sheriff Gary Howard of Tioga Co. N.Y. "There have been some unfortunate incidents where, during a traffic stop of a person with autism, the officer has misinterpreted the driver’s movements, or the driver’s failure to appropriately respond to requests or to directions. This has sometimes led to an escalation of the situation and resulted in a bad outcome."
Tioga County N.Y., Tioga County Pa. and the Tompkins County Sheriff's Office are all participating in the program. You can pick up a blue envelope at any of their offices.
