Ithaca-area cab company owner charged with stealing $1 million from Medicaid
TOMPKINS COUNTY, N.Y. (WENY) -- The owner of a cab company based out of Enfield has been charged with allegedly stealing over $1 million from Medicaid. According to New York State Attorney General Letitia James, David Moore, owner of ASAP Cab Company, used fake bills and an illegal kickback scheme to overcharge for transportation services for years.
"David Moore exploited his role to steal from New York’s Medicaid program, putting vulnerable New Yorkers at risk and undermining honest businesses that provide essential transportation services. My office will continue to put a stop to all those who try to illegally profit by abusing our health care system,” said James in a prepared statement.
Moore was arrested on June 21st and charged with Grand Larceny, two counts of Health Care Fraud, and three counts of Medical Assistance Provider Prohibited Practices. The Grand Larceny charge carries a max sentence of 25 years in state prison.
According to the A.G.'s Office, From January 2019 to August 2023, Moore allegedly paid Medicaid recipients to use his service, then submitted claims for fictitious trips, and inflated the mileage of trips that did happen to overcharge Medicaid. Moore would also allegedly bill Medicaid for multiple passengers in the same car as if they each were in separate cars.
“Patients across the state depend on medical transportation providers to access the care they need,” said James in a prepared statement.
In order to get Medicaid recipients to use his services, authorities say Moore made off the book payments using Cash App and Venmo. Some of those people were suffering from addiction issues according to the A.G.'s Office.
That not only defrauded Medicaid, it also undermined the businesses of other transportation providers in the Southern Tier according to the A.G.'s Office.
