Chemung man charged with allegedly pocketing construction money

SCHUYLER, N.Y. -- A 31-year old man from Chemung County has been charged with grand larceny after New York State Police say he took $13,000 for a home remodel in Schuyler County he never performed.
Police say David Apgar, through Apgar Construction LLC, was allegedly hired to perform work on a home in Dix.
