Schuyler IDA Releases Scored Rubrics for Brewery Property

WATKINS GLEN, NY (WENY) -- WENY News continues to look into a decision by the Schuyler County Industrial Development Agency regarding a lease at the Seneca Harbor Marina restaurant in Watkins Glen.
The space was previously leased by Horseheads Brewing Seneca Lake, whose prior lease with the IDA ended on October 31st. The property is managed by the IDA.
In October, an IDA committee of four members reviewed five proposals for a new lease at the property, narrowing them down to two - Horseheads Brewing, and Lucky Hare Brewing. The proposals were scored on a rubric, which were not made public. Each proposal was scored twice - once on October 19, and a second time at an unknown date, as the second rubric is not dated.
On the first scored rubric, existing location tenant Horseheads Brewing received a score of 46.5. Lucky Hare Brewing received a score of 45.75. After the committee reviewed the response to their follow up questions from the IDA, they re-scored the two proposals. The results of that rubric show Horseheads Brewing with a final score of 47, and Lucky Hare Brewing with a score of 49.
At a meeting on October 25th, the IDA voted to accept the committee's recommendation to award the new lease agreement to Lucky Hare. However at the November 8th meeting, the board held off on a vote to formally authorize the lease agreement, after concerns were brought up during public comment over transparency during the review process.
The IDA released the rubrics on December 12th, in response to a Freedom of Information Request filed by Lilly Broadcasting and WENY News. The IDA's next meeting is 5PM on Wednesday, December 13th, where members are expected to authorize the new lease with Lucky Hare Brewing.
Horseheads Brewing Seneca Lake has since vacated the Seneca Harbor Marina restaurant property.
