SCHUYLER COUNTY, N.Y (WENY) -- The Industrial Development Agency met Wednesday night, planning to approve a new tenant for the former Horseheads Brewing location along Seneca Harbor.  The board instead decided to wait, until it's next meeting to approve a lease for the harbor site.  The IDA is facing questions about the process it used to choose a new tenant, and board members say they want to be sure they've met all obligation before proceeding.

"I simply ask for a postponement of the vote tonight, the approval. So it allows you as a board to maybe have a little bit more discussion," said John Christianson, a representative of the company that owns Horseheads Brewing.

A call for patience was granted, as the Schuyler County IDA tonight took no action regarding the Seneca Harbor site.  It's facing questions about the rubric it used to score proposals for the site.

"The rubric was scored. There were nine questions on the RFP, and the rubric followed those nine questions, nothing more, nothing less," said Judy McKinney Cherry, the CEO/CFO of the Schuyler County IDA.

But right now, there's no way to verify that. The IDA has yet to released the scored rubrics from the five applicants, and, although leaders say the rubrics will eventually be available, there's no firm timeline for their release. WENY News has issued of Freedom of Information request for the completed rubrics.

"That rubric will be available," said Cherry.  When asked where the rubric could be found, Cherry responded,  "When it is available, it will be on our website."

At the moment, the public hasn't seen the scoresheets, and some board members haven't either. For now, there is no way to verify that the rubric was followed.  When asked if he saw the rubrics, IDA Chair Carl Taber said, "No, I didn't see the scored rubric."  

Board members postponed any further action until the board's meeting next month, planning to consult with their solicitor.  But they stand by their decisions so far, saying they're acting in the best interests of the community.

"You would have to go a long way to find a group of people who are more dedicated and more independent than the people we have looking at these," said Taber.

In the interest of transparency, the people that own WENY TV also own Horseheads Brewing.  Horseheads Brewing is the former tenant of the Harbor Site that also submitted a proposal to continue occupying the space.
