ELMIRA, N.Y. (WENY) -- Elmira police are releasing information about a situation in the city Friday night that ended up with multiple arrests, and a SWAT situation at an apartment home.

Police initially responded to a complaint for loud music at an apartment on Lake Street in Elmira around 4:30PM. When officers arrived, there was a disturbance in an upstairs apartment, and they had been advised there were numerous people with warrants for their arrest. Officers also believed they had heard mention of weapons inside.

Officers backed out of the property, and established a perimeter while trying to make contact with people inside. Police say they learned a female tenant of the apartment was being held inside against her will with two children. According to EPD, after about an hour the woman made it outside safely with her two children, and told police there were two other people upstairs.

A crisis negotiation team later arrived on scene and began trying to communicate with the people remaining inside, and to get them to exit the apartment building. An Elmira SWAT team also arrived on scene. Police say two females eventually came out of a downstairs apartment, and informed law enforcement they were held against their will by a NYS parolee who was still inside.

Elmira police say SWAT members were able to take the parolee into custody, as well as another man who officers say was combative. Police say they cleared the apartment, and a second downstairs apartment was empty. During the search of an upstairs apartment, one of the wanted subjects was found in the attic.

WENY News was at the scene and saw two men arrested in the early 8pm hour.

The names of the people taken into custody, or potential charges have not been released. WENY News will continue to follow this story as more information becomes available. Elmira police say there is no active threat in the area, and the incident remains under investigation. Anyone with information should contact EPD at 607-737-5626 or the tipline, 607-271-HALT.
