ELMIRA, N.Y. (WENY)- Elmira Police arrested an Odessa Man on weapons charges Sunday afternoon just before 2 pm.

Police responded to a suspicious condition complaint in the rear of a residence in the 300 block of West Clinton Street in Elmira.

Elmira officers were advised that an individual was slumped over behind the wheel of a vehicle. According to police when they made contact with that individual he was uncooperative and appeared to be under the influence of drugs. 

Officers attempted to initiate an investigation into the individual’s ability to operate the vehicle, however, the subject refused to exit the vehicle or provide his name.

Police then arrested 34-year-old Bradly Smith of Odessa New York.  After further investigating and searching Smith, police found two loaded firearms on him a .45 and .22 caliber handgun. 

The .45 caliber handgun was found in a shoulder holster and the .22 caliber handgun was found in a pocked in Smiths overall pants pocket police said. 

One was loaded and both weapons were defaced with no identifying serial numbers. Police say Smith was also in possession of methamphetamine and over $1200.

He was arrested and charged with two counts of criminal possession of a weapon in the 2nd-degree, three counts of criminal possession of a weapon in the 3rd-degree, criminal possession of a controlled substance, and obstructing governmental administration.

Smith is being held at the Elmira Police Department pending arraignment Monday.
