UPDATE 9/18: Elmira police announced Friday the man who fled police earlier in the week has been taken into custody in Pennsylvania.

EPD identified the driver of the motorcycle as 35-year-old Miguel Vancise of Elmira, who is classified as a parole absconder. Police say when they tried to pull him over on a motorcycle on Tuesday on Linden Place, Vancise refused to stop and led police on a short chase, before the motorcycle crashed into a ditch on Watercure Hill. 

On Wednesday, police in Old Lycoming Township in Pennsylvania discovered Vancise, along with a female sleeping in a vehicle behind a business. Officers learned Vancise had a parole warrant in New York state, and took him into custody. Police say an investigation also uncovered four loaded hand guns inside the vehicle.

Vancise is charged in Pennsylvania with giving a false name, weapons charges and as a Fugitive from Justice. He's now in the Lycoming County Jail. 

The female driver of the vehicle was escorted back to New York state to be interviewed.

Police in both states say the investigations are ongoing, and more charges are pending. 


UPDATE (4:55 p.m.) Deputy Chief Alvernaz tells WENY News East Avenue has been reopened. The suspect is still at large and Alvernaz says police believe he may have been picked up by somebody before the entire area was locked down. 

UPDATE (1:37 p.m.) Elmira Deputy Chief Anthony Alvernaz tells WENY News police are searching for a parole absconder who fled into the woods after crashing his motorcycle.

UPDATE (1:30 p.m.) Elmira City School District officials tell WENY News that out of an abundance of caution and by direction of the Chemung County Sheriff's Office, Beecher Elementary School has been placed under lockout. 

Officials say there is no immediate danger to students and staff; a lockout means no outside visitors can enter the school, but things are "business as usual" within the building. 

ECSD says it is already communicating with Beecher families. 

ELMIRA, N.Y. (WENY) -- Police have blocked off East Avenue near the intersection of Beach Street in Elmira for what they described to WENY News as an "unsecured scene". 

Elmira City Police and New York State Police are both on scene. Calls first came out for the road closures around roughly 11:30 a.m.
