Elmira Man Arrested Following Heritage Park Incident

ELMIRA, N.Y. (WENY) -- An Elmira man has been arrested following the incident at Heritage Park. Authorities say they were initially called to the apartment complex for a welfare complaint check.
There was heavy police presence on Water Street and surrounding the Heritage Park apartments around 3:30 this afternoon. Officers could be seen walking into the grounds, often with guns drawn.
According to the Elmira Police Department, officers responded to an apartment off Harriet Street after a caller told them that two males were holding a female against her will in the apartment. The caller also told EPD one of the men had a handgun.
Police say they set up a perimeter and attempted to contact the people inside of the apartment. Around 4:30, several people exited the apartment and were detained.
Police found a BB gun inside the home. 48-year-old Michael Spencer of Elmira was arrested for 2nd degree harassment.
EPD is noting that during witness interviews, no one reported a handgun or CO2 BB gun were being displayed during the incident and the public was not in any danger.
