Southern Tier Orthodontics in Elmira abruptly declares bankruptcy and closes practice leaving patients looking for answers

On Thursday afternoon, patients at Southern Tier Orthodontics in Elmira were notified via text message that owner Dr. Jason Horn declared bankruptcy and the business is now closed. Some families are now out thousands of dollars as a result.
