Sheriff's Office Identifies Suspect in Fatal Standoff Situation in Steuben County

UPDATE 12:30PM 10/22: The Steuben County Sheriff's Office released information regarding the standoff incident in Cameron on Monday.

Steuben County Sheriff James Allard identified the person who died following the incident as Allan Hoad, II, 50, of Angel Road in Cameron.

Authorities say deputies were dispatched to Hoad's home around 12:40AM on Monday for a welfare check, following reported concerns from family members. When deputies arrived, police say Hoad was outside with a shotgun, who began yelling at law enforcement and then shot at and hit two patrol vehicles.

The Sheriff's Office says law enforcement retreated and set up a perimeter, calling in SWAT and a crisis negotiation team. According to authorities, negotiators worked for approximately 12 hours to convince Hoad to leave his house and turn himself in. During that time, Hoad allegedly made threats to carry out "mass casualty incidents and specific threats to leave the residence armed with firearms with the express intent to kill people."

The Sheriff's Office says about 2PM, law enforcement witnessed Hoad get into his vehicle with a gun and leave the property, driving into a field to avoid a police barricade as deputies tried to stop him. He then reportedly stopped in the driveway of a neighboring home and attempted to go inside the house, which was occupied.

Police say as they continued to order Hoad to stop and turn himself in, Hoad got back in his vehicle and drove it directly towards deputies in the road, hitting a patrol vehicle.

The Sheriff says the deputies fired their weapons to stop Hoad, who is then accused of getting out of his vehicle and began physically fighting with deputies before being taken into custody.

Authorities say medical treatment was immediately administered before Hoad was taken to the hospital, where he was later pronounced dead.

“Our thoughts and prayers are with the Hoad family. We also pray for the families of the Officers and Deputies who were involved in this stressful critical incident, and work to insure wellness for them.  A huge thank you to all the community and family members who worked with us to attempt to bring this to a peaceful conclusion," said Sheriff James Allard.
